Avalara vs Sovos (October 2026): US sales tax or global e-invoicing mandates?

Updated · 12 min · by
Key takeaways
  • Verdict: Avalara is the more transparent buy when the main job is US sales tax: it publishes per-state prices and an annual 1099 price list. Sovos is built around government reporting, with e-invoicing and continuous transaction controls in many countries plus US information returns, and it sells by quote.
  • Where Avalara leads: Published prices of $79 or $69 per state and month for companies under $50 million in revenue, a trust center with ISO/IEC 27001, SOC 1 and SOC 2 reports, and 1,400+ signed partner integrations.
  • Where Sovos leads: A global e-invoicing network marketed for 150+ countries that names France, Poland and Germany among its mandates, a public subprocessor list that names its AI providers, and a deep US information reporting suite.
  • The number that decides: How many of your countries require clearance or real-time reporting of invoices, compared with how many US states you file in. Ten states on Avalara's Core plan cost $9,480 a year when billed monthly.
  • Check before choosing: Hosting regions. Neither vendor publishes a hosting region list. Ask both where invoice data is stored and archived, and which AI providers see it.

Avalara and Sovos both call themselves tax compliance platforms, and both calculate indirect tax, file returns and send e-invoices. The overlap hides a difference in origin. Avalara grew from US sales tax calculation for online sellers. Sovos grew from regulatory reporting to tax authorities, including e-invoicing clearance and US information returns. Both are headquartered in the United States and both are owned by private equity investors.

We read both vendors' pricing, product, trust and legal pages in October 2026 and added regulator pages, trade press and user reviews from outside the vendors. Our own directory data served only as a lead and was checked against the vendors' pages. Read how we review for the method. ai-toolfinder is independent: neither vendor pays for placement on this page, and we earn no commission from either.

Avalara or Sovos: the verdict

Avalara

Pick Avalara if US sales tax is the main job, your revenue is under $50 million, and you want to calculate the cost per state from a public price list before you talk to sales.

Sovos

Pick Sovos if you must clear or report e-invoices to tax authorities in several countries, also file US information returns such as Form 1099, and accept a quoted contract.

Avalara vs Sovos: what it costs per year

Avalara$828 per yearCore Compliance + SST Services, flat price, independent of headcount. List price per state and month for qualified sellers in SST states; Core Compliance costs $79 per state and month, as of September 2026 · Source, checked September 2026
SovosNo public list price. Ask the vendor for a quote.

List prices according to the vendors, excluding VAT, setup fees, add-on modules and discounts. Currencies are not converted.

What each platform files: Avalara starts with the state return, Sovos with the government report

Avalara's core is AvaTax, a calculation engine that connects to ERP, ecommerce, billing and point of sale systems. Around it sit modules for exemption certificates, returns filing, cross-border classification and e-invoicing. Avalara says it supports more than 43,000 businesses and government entities in more than 75 countries (November 2025), and its headquarters is in Durham, North Carolina.

Sovos groups its products into an indirect tax suite with e-invoicing, determination, filing and reporting, and an information reporting and withholding suite with 1099 reporting, crypto tax, withholding and ACA reporting. Specialty products cover unclaimed property, wine and spirits shipping, insurance statutory reporting and trust and identity verification. The company says more than 100,000 companies use Sovos and that it serves half of the Fortune 500. Its headquarters is in Atlanta.

The practical test is your list of obligations. A US seller whose pain is registering and filing in new states needs a different product than a group that must clear invoices with tax authorities in several countries. Our directory lists 62 tools for tax automation, and 15 of them are headquartered in the US, so both vendors have close competitors, among them Avalara vs Vertex.

Pricing and contracts: a per-state list at Avalara, a quote at Sovos

As of October 2026, Avalara's sales tax pricing page lists two public plans for companies with less than $50 million in annual revenue. Core Compliance costs $79 per state and month or $799 per state and year. Core Compliance + SST Services costs $69 per state and month or $699 per state and year. Both include AvaTax calculation, Managed Returns filing, nexus monitoring and AvaTax Exemptions.

The page also says the SST plan adds state-funded services in up to 25 states for qualifying sellers, an audit liaison and a single Streamlined Sales Tax identification number. Larger companies get a Custom quote with multi-entity management, workflow configuration and a one-hour response time for support. We found no free trial on the page. A simple example from the published prices: ten states on Core Compliance cost $9,480 over a year when billed monthly and $7,990 when paid annually. That is our arithmetic, not a vendor quote, and it excludes add-ons.

Avalara's general subscription terms (version 6.2) renew automatically for a term equal to the initial one. A customer can stop renewal with at least 30 days' written notice, and Avalara must announce fee increases at least 60 days before a renewal term. Overage fees and expired discounts do not count as increases. Read those clauses before you sign a multi-year order.

Sovos published no prices on the pages we checked and sells through its sales team, so we cannot quote a figure. Because e-invoicing fees often depend on document volume and on each country's mandate, ask for a quote that lists every country, the expected invoice count and the archiving period separately. One reviewer on Capterra reported that an annual bill more than tripled at renewal. That is a single user claim, but it is a reason to request price protection in writing.

AI: both sell generally available assistants, and both have items still rolling out

Sovos calls its AI layer Sovi. Ask Sovi answers regulatory questions inside the platform and gives root cause diagnosis with suggested fixes. Sovos Intelligence surfaces compliance risks and trends. Product tax code mapping classifies products and maps them to tax codes and reporting schemas. The Trust solutions add self-learning fraud detection and face and liveness detection. The March 24, 2026 press release says the new capabilities are available or rolling out across applicable solutions, and that further Sovos Intelligence updates follow later in 2026. Treat those later items as roadmap.

Sovos also describes the Sovos MCP Gateway, a base for agent interoperability through the Model Context Protocol and Agent-to-Agent frameworks. The release uses the verb "developing", so we do not count it as available. Trade publication CPA Practice Advisor covered the March announcement, which gives an outside confirmation that it happened.

Avalara's AI page names Avalara Aviator, an agent hub that it labels generally available, ALFA (the Avalara LLM Framework for Agentic Applications), natural language API support through Avi, and MCP servers. It lists embedded agents for tax calculation, returns filing, exemption certificate validation, cross-border goods classification, notice management, e-invoicing validation and VAT onboarding. Versori, a way to build integrations with agents, is marked beta or coming soon.

There is a conflict to note. The September 23, 2026 press release says Aviator is delivered to existing customers at no additional cost and becomes generally available after Avalara's CRUSH Europe event in October 2026. Ask Avalara which agents are live in your account today. Avalara states that every agent includes checkpoints for human review and approval.

US sales tax: Wayfair, nexus and where Avalara fits

In South Dakota v. Wayfair, decided on June 21, 2018, the US Supreme Court allowed states to require sales tax collection from remote sellers without a physical presence. South Dakota's law applied above $100,000 in sales or 200 transactions a year, and many states adopted similar economic nexus thresholds. Each new state threshold a company crosses adds a registration, a return and a rate to maintain.

That is where Avalara's per-state model fits a growing online seller. The pricing page lists nexus monitoring, calculation, filing and exemption handling in one plan, and integrations with QuickBooks, Shopify, Stripe, WooCommerce and BigCommerce. For larger companies Avalara cites 1,400+ signed partner integrations, including NetSuite, SAP and Oracle. Capterra reviewers praise automated calculation and integration depth.

Sovos serves US sales tax too, with determination, certificate management and filing, but it positions itself for mid-market and enterprise buyers. Reviewers on Capterra describe the Sovos Sales Tax product as accurate in calculation but split into separate systems for certificates, determination, reporting and filing. A CFO wrote that these systems do not talk to each other. We could not open a current Sovos integration list, so ask for named, certified connectors for your ERP.

For US information returns the picture is different. Sovos lists 1099 reporting, crypto tax, withholding and ACA reporting in its suite. Avalara also publishes 1099 and W-9 prices as of October 2026: IRS e-filing costs $3.10 per form for forms 1 to 15 and falls to $0.63 per form from the 501st form, state e-filing costs $1.49 per form, and TIN matching costs $0.45 per form.

E-invoicing and continuous transaction controls: Poland, France, Germany, Italy, Brazil, Mexico

Continuous transaction controls (CTC) mean that invoice data goes to the tax authority during or before the transaction. Poland's KSeF became mandatory on February 1, 2026 for taxpayers above PLN 200 million in turnover and on April 1, 2026 for all other B2B transactions, according to the European Commission. Sovos's Poland page adds that financial penalties for KSeF errors apply from January 1, 2027. Avalara published a January 2026 update for its VAT reporting customers and warned that customers using APIs, custom extractors or SAP must update their own data mappings to carry the KSeF number.

France's reform requires all businesses to receive e-invoices from September 1, 2026, with larger companies issuing from that date and smaller ones from September 1, 2027, through accredited private platforms. Sovos names France among the mandates its network covers. Avalara's e-invoicing page names France too. Neither page we read states its accreditation status, so ask each vendor for its registration as an accredited platform.

Germany requires every business to be able to receive EN 16931 e-invoices since January 1, 2025. Companies above 800,000 euros in turnover must issue structured e-invoices from January 1, 2027, and all businesses from January 1, 2028, in XRechnung, ZUGFeRD or Peppol BIS Billing 3.0, according to the European Commission. Italy has required e-invoices through the SdI clearance system for all VAT-registered businesses since January 1, 2019.

Avalara's e-invoicing page names Italy, France, Germany, Poland, Brazil and Mexico and says it supports clearance, real-time reporting and centralized and decentralized models, and that it is a certified Peppol Access Point. It does not list formats such as XRechnung. Sovos's network announcement of June 2, 2026 names France, Poland, Germany, Spain and others, and says it operates in 150+ countries. Neither source gives a per-country support matrix, so request one in writing.

Brazil is moving to the IBS and CBS consumption taxes, and EY reports that the regulations were published on April 30, 2026, with penalties possible from August 2026. Mexico has required CFDI 4.0 invoices stamped through an authorized provider since January 1, 2023, according to KPMG. Sovos's subprocessor page lists affiliates in Brazil, Mexico and other Latin American countries. Both vendors name Brazil and Mexico, so verify support for your document types.

Data hosting, GDPR and security: AI providers are named at Sovos, certificates at Avalara

Avalara's trust center lists ISO 27001 for most widely used products, SOC 2 Type 2 and SOC 1 Type 2 attestations for individual products, ISO 22301 and TISAX for selected products, plus AI governance documents. It names no data hosting regions and no ISO 42001 certificate. Avalara's data processing addendum allows subprocessors outside the EEA, UK and Switzerland and relies on adequacy decisions and standard contractual clauses. It gives customers deletion or return of personal data after the services end, and it does not mention AI.

Sovos's infrastructure page states that its S1 platform is ISO 27001 certified and uses SOC 2 certified facilities, without naming regions. The subprocessor list, last updated August 10, 2026, names Amazon Web Services and Google for cloud hosting, Snowflake for data warehousing, and Accenture in Dublin. It also lists the AI stack: Amazon Bedrock in Frankfurt, Anthropic's Claude API in San Francisco, MongoDB, and Langfuse in Berlin for LLM tracing.

That is useful for a data protection review, because it shows where prompts containing tax data may be processed. Sovos's privacy policy states that providers may host data inside and outside the EEA and that it uses standard contractual clauses and takes part in the EU-US Data Privacy Framework. We could not read the full Sovos data processing addendum, so request it and the current audit reports.

In our directory 10 tax tools can host data in the EU, and neither Avalara nor Sovos is among the clearly documented cases. A European company should ask both for a written hosting region per product, the archiving location for invoices, and the retention period after termination. This is not legal advice.

Weaknesses, switching and exit: what reviewers and contracts say

On Capterra, Avalara shows 4.0 of 5 from 364 reviews. Reviewers like automated calculation and integrations. Recurring complaints are a complex initial setup, inconsistent support, account manager turnover, high prices for small businesses, and difficulty cancelling or continued billing after cancellation. Customer service scores 3.4 of 5.

Sovos Sales Tax shows 3.5 of 5 from 19 reviews, with customer service at 3.4. Reviewers praise calculation and the certificate manager and criticize support, billing, fragmented modules and ERP implementations staffed by teams without matching experience. The sample is small, so weigh it below the vendors' own documents.

Both tools are owned by private equity investors. Vista Equity Partners remains Avalara's majority shareholder after a $500 million investment led by BlackRock that closed on November 11, 2025. Hg announced a majority investment in Sovos with TA Associates as a significant minority investor on August 20, 2020. Ownership does not change a product, but it can influence pricing and roadmap over a contract term.

If you switch, plan the cutover around filing periods. Export certificates, filing history and registration data first, agree the last filing period with the outgoing vendor in writing, and run both tools in parallel for one return cycle. Avalara's 30 day non-renewal notice and Sovos's quote terms set your timeline. Neither vendor documents export formats on the pages we checked.

Avalara vs Sovos: frequently asked questions

Is Sovos or Avalara better for e-invoicing?

Both sell e-invoicing. Sovos builds its offer around government mandates and states coverage in 150+ countries. Avalara's e-invoicing page names Italy, France, Germany, Poland, Brazil and Mexico. Ask each for a written support matrix for your countries and formats.

Does Sovos publish prices?

No. Sovos published no prices on the pages we checked in October 2026. Avalara lists $79 per state and month for Core Compliance and $69 for Core Compliance + SST Services, for companies under $50 million in revenue, with annual prices of $799 and $699.

What is Sovi?

Sovi is the AI layer across the Sovos Tax Compliance Cloud. It includes the Ask Sovi assistant, error diagnosis with suggested fixes, product tax code mapping, Sovos Intelligence for risk and trends, and fraud detection in the Trust solutions. The Sovos MCP Gateway and later Sovos Intelligence updates are announced, not confirmed as available.

Who owns Avalara and Sovos?

Both are private equity backed. Vista Equity Partners took Avalara private in 2022 and remains majority owner after a BlackRock-led investment in November 2025. Sovos is majority owned by funds of Hg, with TA Associates as a minority investor since 2020.

The bottom line

List your obligations before you list features. If most of them are US state returns and your revenue is under $50 million, Avalara's public price list makes the decision quick, and the cancellation terms are readable in advance. If most of them are e-invoicing clearances abroad or US information returns at scale, ask Sovos for a country by country quote and its audit reports, then compare that with Avalara's Custom plan. For either vendor, get hosting regions, AI providers and a switching plan in writing.
