What is Microsoft Power BI (Copilot)?
Power BI is Microsoft's tool for building reports and dashboards from company data. Copilot in Power BI lets business users ask questions about reports and helps report authors build pages, summaries and DAX queries.
Power BI includes the free Power BI Desktop, the Pro and Premium Per User licenses and capacity-based plans in Microsoft Fabric. Copilot needs paid Fabric capacity F2 or higher or Premium P1 or higher; a Pro or Premium Per User license alone is not enough. The report Copilot pane is generally available, while the standalone Copilot and Copilot in apps are in preview.

- Answers questions about a reportIn the Copilot pane, business users ask about the open report and get answers from the semantic model or a summary of key insights. Managers get answers without waiting for an analyst.
- Drafts report pagesReport authors describe what they need and Copilot creates or edits report pages and adds summary visuals. First drafts of dashboards take less time.

Questions to ask before you buy Microsoft Power BI (Copilot)
Budget for a paid Fabric capacity of at least F2 if you want Copilot, and check that your capacity region supports it. If your tenant is outside the US or EU data boundary, Copilot stays off unless an admin allows processing outside the region. Prepare semantic models before rollout, since Copilot answers depend on them.
