Pleo vs Spendesk (October 2026): spend management for European teams compared

Updated · 10 min · by
Key takeaways
  • Verdict: Pleo fits small and midsize companies that want published per user prices and a quick start. Spendesk fits finance teams with many cardholders, supplier invoices and several entities, and it sells by quote.
  • Where Pleo leads: Prices are public, from 8 euros per user per month, with a free trial, SAML single sign-on in every plan and a direct DATEV connection for German books.
  • Where Spendesk leads: Unlimited users and cards in the base package, its own French payment institution, ISO/IEC 27001:2022 and a company that reports being profitable.
  • The number that decides: Headcount with a card. At 20 users Pleo Build costs 280 euros per month on annual billing, while Spendesk charges no per user fee but a platform fee you must quote.
  • Check before choosing: Which AI features your Spendesk package includes, which Pleo agents are still in beta, and what each vendor charges per payment, reimbursement and invoice.

Pleo from Copenhagen and Spendesk from Paris both issue company cards, collect receipts, pay back out of pocket costs and push every transaction into the accounting system. Both appear on many European shortlists in the expense management category, and many teams compare them before they look at anything else.

We compared both in October 2026 using the vendors' pricing, security, contract and AI pages, their data processing documents, and reporting by Tech.eu, The Next Web and Sifted. ai-toolfinder is independent, and neither company pays us. In our directory 28 of 70 tools in this niche price on request, and Spendesk is one of them.

Pleo or Spendesk: the verdict

Pleo

Pick Pleo if you have up to a few dozen card users and want to see the price before talking to sales. It also suits you if you want a self-serve plan with one month's notice.

Spendesk

Pick Spendesk if many employees need cards, supplier invoices and procurement should run in the same tool across several entities, and you prefer one platform fee over paying per head.

Pleo vs Spendesk: what it costs per year

Pricing: Pleo publishes per user tiers, Spendesk publishes a model but no amounts

Pleo shows three plans on its German pricing page as of October 2026. Start costs 8 euros per user per month with monthly billing and allows one admin. Build costs 14 euros and Optimise 18 euros per user per month, both billed annually with a minimum of 3 users.

Pleo adds usage fees. Reimbursing employees costs 0.90 percent in Build and Optimise. Foreign exchange on card payments costs 2.00 percent in Start, 1.75 percent in Build and 1.49 percent in Optimise. Local payments cost 1.50 euros each in Start, while Build and Optimise include 10 a month and then charge 0.95 euros. International payments cost 8 euros in Start and 6 euros in Build and Optimise. ATM withdrawals cost 5 euros in Start and nothing above it. Only Optimise has budgets and cashback.

Spendesk publishes no amounts. Its pricing page describes a fixed fee for platform access with unlimited users, plus variable fees for card purchases, invoice payments and expense claims. It states that card orders are free and that it charges no active user fees. Spendesk's own German blog gives one illustration, 299 euros per month including 100 transactions, and calls it an example, not a tariff.

Our own arithmetic shows where the models part ways. With 20 users, Pleo Build costs 280 euros per month (3,360 euros a year) and Optimise 360 euros, before usage fees. At 60 users the same plans cost 840 and 1,080 euros per month. Spendesk does not grow with headcount, so ask for a quote at your real user count and transaction volume.

Contract terms: one month at Pleo, two months at Spendesk, and both bill the committed period

Pleo's EEA master service agreement, effective September 7, 2026, lets customers without a fixed term cancel with one calendar month's notice. No cancellation fee applies, but the customer still owes the rest of the committed billing cycle, which can be a month or a year. Pleo itself may terminate with two months' notice.

Spendesk's customer terms run for an indefinite period by default, and either side can end them with two months' notice. A fixed term renews automatically unless one side objects with one month's notice. If a customer leaves a fixed term early without a breach by Spendesk, the remaining monthly payments stay due.

Exit terms matter as much as entry terms. Pleo's data processing agreement says Pleo deletes or returns customer data at the customer's election after the agreement ends. Spendesk's terms place its data processing agreement in Annex 3 and cap liability at the fees paid over twelve months, except for gross negligence or fraud. Ask both how long you can still export data after you cancel.

Fee changes follow different rules. Spendesk must announce amendments to the pricing terms at least two months ahead, and a customer who rejects them may leave without charge. For Pleo we did not verify a price change clause, so ask for it in writing, especially if you sign an order form with a fixed term.

AI: both have live assistants and an MCP connection, but the dividing line sits in different places

Pleo's German pricing page puts AI spend policies in Build and adds AI expense review in Optimise, with 100 reviews a month. Its AI page lists as available a policy assistant that answers employee questions, expense capture, auto review with policy flagging and receipt recognition. It also lists expense categorization, invoice data extraction and an MCP connection for outside AI tools. Auto approval and reconciliation with error detection are labeled coming soon.

In June 2026 The Next Web reported that Pleo's Policy Agent was live and that AP, treasury and accounting agents would enter beta in July 2026. We could not confirm the status of those agents on Pleo's own pages, so treat them as beta or announced until your account manager shows them working.

Spendesk lists automatic document reading, duplicate invoice detection by supplier, amount and date, anomaly flagging and bookkeeping suggestions for VAT rates and accounts. It also lists approval routing, 2-way and 3-way purchase order matching and pre-filled expense fields. It claims 92 percent of invoices are coded automatically, a vendor figure we cannot check.

Spendesk AI Connect is an MCP connection that lets Claude, ChatGPT, Dust or Langdock query live spend data. According to its help center, read tools are generally available to all customers at no cost for 2026, while write tools remain in beta and are off by default. The catch: AI automation and fraud detection is a paid module, and Spendesk does not say which listed features sit inside it.

Product scope: Pleo starts with cards and expenses, Spendesk adds procurement and payables as modules

Both products cover physical and virtual cards, receipt capture, reimbursements and accounting exports. Pleo's pricing table shows accounting integrations and invoice management in all three plans, mileage allowances from Build, and budgets only in Optimise. Multi-entity use is limited to sub-accounts, 3 in Build and 5 in Optimise.

Spendesk's Foundations package includes unlimited cards, receipt collection with OCR, expense tracking, budget monitoring, multi-entity workflows and reporting, SSO, SAML, an open API and integrations with Xero, QuickBooks and DATEV. Procurement, accounts payable, advanced workflows and policies, extended multi-entity management, HR and ERP integrations and the AI module are add-ons.

This shapes the real bill. A company that needs purchase requests, purchase order matching and supplier payments will likely buy several Spendesk modules, and one quote covers them. A company that mainly needs cards and expense reports may find that Pleo covers it with one published number.

Switching is possible in both directions, and we found no vendor migration guide for the other tool. Plan for exporting open expense claims, cardholder lists and cost center structures, and for re-issuing cards, because card programs run on each vendor's own payment license.

Company health: Pleo is cutting costs, Spendesk reports profits

Pleo reports more than 40,000 businesses and more than 800 employees. Tech.eu reported about 50 job cuts in June 2026, mostly in engineering and data. The Next Web called it the third round of cuts since 2022. Investor Kinnevik valued its stake at an implied 1.62 billion dollars in 2025, against 4.7 billion dollars in 2021.

Spendesk says it became profitable in 2025 and counts more than 200,000 business users. Its AI page names more than 5,000 finance teams. Sifted tied that result to a change of CEO and earlier layoffs. Axel Demazy has led the company since 2024.

Neither story says anything about product quality. They matter for contract length: a vendor that is cutting staff may slow its roadmap, and a vendor that is profitable may be slower to discount. Ask both for their notice terms and for how product changes reach your plan.

Country fit and compliance: Danish and French licenses, EU hosting, and a works council in Germany

Pleo Financial Services A/S is an electronic money institution authorized by the Danish Financial Supervisory Authority. Spendesk Financial Services is a payment institution licensed by the French ACPR, and Spendesk's security page names DORA, the EU rules on digital operational resilience, as well as PSD2. Our directory marks France as Spendesk's strong market.

Pleo stores customer data with AWS in Ireland and lists PCI DSS and Google CASA on its trust page, with further reports under NDA. Spendesk hosts personal data on servers in the EU and holds ISO/IEC 27001:2022. Both publish a data processing agreement, which Article 28 of the GDPR requires. Pleo's agreement requires 30 days' notice of a new sub-processor and gives a right to object.

Check the sub-processor lists for AI. Pleo's list, updated in May 2025, names Anthropic in the US for AI product enablement. Spendesk's list, updated August 31, 2026, names Anthropic Ireland for internal productivity and several US providers, including Google Cloud France for AI services. Both rely on standard contractual clauses for transfers outside the EU.

For companies in Germany, both tools connect to DATEV. Pleo offers DATEV KR and DATEV Unternehmen online, while Spendesk lists DATEV in Foundations. Card and expense data shows when and where employees spend, so the works council has a say under § 87 (1) no. 6 of the Works Constitution Act before either tool goes live. We found no EU AI Act classification for these features on either vendor's pages. For French entities see France, and for a three way view read Payhawk vs Pleo and Payhawk vs Spendesk.

Who should pick Pleo and who Spendesk

Pick Pleo if
  • You have fewer than about 30 card users and want a price without a sales call.
  • You want to start on a monthly plan, with one user and one admin, and cancel with one month's notice.
  • You want SAML single sign-on in every plan and a direct DATEV KR or DATEV Unternehmen online connection.
  • Your finance team is small and wants AI checks on expense policy rather than on supplier invoices.
Pick Spendesk if
  • Many employees need cards and a per user price would add up quickly.
  • Supplier invoices, purchase orders and cards should run in one workflow across several entities.
  • You want ISO/IEC 27001:2022 and a French licensed payment institution behind the cards.
  • You want finance staff to query spend data from Claude or ChatGPT through the read tools of Spendesk AI Connect.

Pleo vs Spendesk: frequently asked questions

Is Pleo cheaper than Spendesk?

It depends on headcount and volume. Pleo costs 8 to 18 euros per user per month plus usage fees, so small teams know the price up front. Spendesk charges a platform fee plus usage fees with unlimited users, which tends to favor larger teams. Only a quote settles it.

Do Pleo and Spendesk offer a free trial?

Pleo offers a free trial for Start and Build, and Optimise starts with a demo. Spendesk does not mention a trial on its pricing page and works with quotes. Ask a Spendesk sales contact whether a pilot is possible.

Which AI features are generally available?

At Pleo, AI policies, AI expense review, receipt recognition, invoice extraction and an MCP connection are live, while auto approval and reconciliation are coming soon. At Spendesk, document reading, duplicate and anomaly detection, bookkeeping suggestions and the read tools of AI Connect are live. Its write tools are in beta.

Where is my data stored, and do we need the works council?

Pleo stores customer data with AWS in Ireland. Spendesk hosts personal data on servers in the EU. In Germany, expense and card data can monitor behavior, so the works council has co-determination rights under the Works Constitution Act before go-live.

The bottom line

Multiply your card users by 14 or 18 euros and add 0.90 percent of your reimbursements. If that total is below the quote Spendesk gives for your volume, Pleo is the simpler buy. If you have many cardholders, or want invoices, procurement and several entities in one system, Spendesk's platform fee usually works in your favor.
