Zendesk vs Freshdesk: AI billed per resolution or per session, seat prices and EU hosting compared (October 2026)

Updated · 9 min · by
Key takeaways
  • Verdict: Freshdesk is cheaper on every seat and add-on price we compared. Zendesk bills AI only for solved requests, which can cost less when the AI resolves few, and it bundles messaging, phone and a wider compliance catalog.
  • Where Zendesk leads: AI billed per automated resolution (€1.50 committed, €2.00 pay as you go), messaging, live chat and phone from Suite Team, skills-based routing from Suite Professional, and hosting in the US, Asia-Pacific, the EEA or the UK.
  • Where Freshdesk leads: Seats at €17, €52 and €84 against €19, €55 and €115, single sign-on on every plan, AI sessions at €0.45 each, day passes from €2, and a 14-day trial of the top plan.
  • The number that decides: Zendesk's meter is the cheaper one only if its AI resolves fewer than 22.5 in 100 conversations (pay as you go) or 30 in 100 (committed). Above that rate, Freshdesk's €0.45 per session costs less.
  • Check before choosing: Freshdesk's 500 free AI sessions are a one-time allowance per account, not monthly. At Zendesk, QA and AI Agents Advanced may still run on Google Cloud locations in the US or Europe, outside the AWS region you pick.

Zendesk and Freshdesk are the two helpdesks most small and midsize support teams put side by side. On October 1, 2026 Google suggested ten follow-up searches for "zendesk vs freshdesk" in English and nine in German. Both now sell AI agents on top of per-seat plans, and the two meter those agents in different units: Zendesk counts automated resolutions, Freshdesk counts sessions.

We read both pricing pages, both trust centers, Freshdesk's data location article and Zendesk's regional hosting terms on October 1, 2026, and added counts from the ai-toolfinder directory. We sell neither product and are paid by neither vendor. Prices are list prices without discounts. Zendesk redirected us to its euro page, so Zendesk is quoted in euros; Freshdesk shows euros and, where noted, dollars.

Zendesk or Freshdesk: the verdict

Zendesk

Pick Zendesk if you want to pay for AI only when it finishes a request, need messaging, live chat and phone in one suite, or need UK hosting, HIPAA, HDS or FedRAMP options.

Freshdesk

Pick Freshdesk if seat price decides, if you expect your AI agent to resolve more than about a quarter of its conversations, or if you want single sign-on and EU hosting on the entry plan.

Seat prices: Freshdesk is lower at every tier, and Zendesk's top plan has no public price

Zendesk lists three paid plans with a price and a fourth on request. Support Team costs €19 per agent per month billed annually (€25 billed monthly), Suite Team €55 (€69) and Suite Professional €115 (€149). Suite Enterprise has no published price. The Zendesk pricing page redirects to a euro version for European visitors, so we quote euros.

Freshdesk publishes three plans: Growth at €17 per agent per month billed annually (€20 monthly), Pro at €52 (€63) and Enterprise at €84 (€101). The same page shows $19, $55 and $89 for annual billing in US dollars. It also sells day passes for occasional agents at €2, €7 and €12 per day depending on the plan. Zendesk's pricing page lists no day pass.

For 10 agents on annual billing, seats cost €2,280, €6,600 and €13,800 a year on Zendesk's three priced plans, and €2,040, €6,240 and €10,080 on Freshdesk's. Compare by function rather than by name. Suite Team is the first Zendesk plan whose card lists AI Agents, a knowledge base, messaging, live chat and phone, so its closest Freshdesk counterpart is Pro: €6,600 against €6,240, a gap of €360 a year.

In our directory, 21 tools sit in the helpdesk niche, 8 of them charge per user and 5 offer a free plan. Neither Zendesk nor Freshdesk lists one. Both offer a 14-day trial: Zendesk opens Suite Professional with Copilot included, Freshdesk opens the Enterprise plan.

AI billing: Zendesk pays per resolution, Freshdesk per session, and the break-even is about a quarter

Zendesk bills its AI agents per automated resolution, meaning a request the agent solves without handing it to a person. Each plan carries a monthly allowance: 5 resolutions per agent on Support Team and Suite Team, 10 per agent on Suite Professional, up to 10,000 a year. Beyond that, a resolution costs €1.50 if you commit to a volume and €2.00 pay as you go.

Freshdesk bills Freddy AI Agent per session, defined as a unique interaction between a customer and the agent. For email, a session is a 72-hour window from the customer's first email, however many replies the AI sends in it. The first 500 sessions are free on Growth, Pro and Enterprise, limited to once per account. After that, packs cost €45 per 100 sessions ($49), or €0.45 each, and a pack expires with your payment cycle.

The meters differ in who carries the risk. Zendesk charges when the agent finishes the job, Freshdesk charges for every conversation, solved or not. Per unit, Freshdesk is cheaper: a €0.45 session equals a Zendesk resolution at a resolution rate of 22.5% (pay as you go) or 30% (committed), ignoring free allowances. Below that rate Zendesk's meter costs less, above it Freshdesk's does.

Take 1,000 AI conversations a month for a team of 10 on Zendesk Suite Team, which includes 50 resolutions. If 20% end in a resolution, Zendesk bills €300 at pay as you go (€225 committed) against €450 on Freshdesk. At 50% it is €900 (€675) against €450, and at 80% it is €1,500 (€1,125) against €450. Both vendors define their unit themselves, so test your own resolution rate in the trial before you commit.

Copilot, the assistant for human agents, is an add-on on both. Zendesk charges €50 per agent per month from Suite Professional, Freshdesk €29 ($29) from Pro, and it is not sold on Growth. For 10 agents that is €6,000 against €3,480 a year.

What the plans contain: Zendesk bundles channels, Freshdesk keeps the helpdesk core

Zendesk's Support Team plan covers email ticketing, ticket routing, dashboards, macros and automations. Suite Team adds AI Agents, a knowledge base, Action Builder, omnichannel routing, messaging, live chat and phone. Suite Professional adds Admin Copilot, App Builder, writing tools, skills-based routing and an IVR phone menu. Suite Enterprise adds intelligent triage, auto assist, approval workflows and a sandbox. Contact Center (€82) and the Workforce Engagement bundle (€50) are separate add-ons, and Quality Assurance needs its own add-on.

Freshdesk's Growth plan covers ticketing, a shared inbox, a customer portal and knowledge base, reporting, roles and single sign-on, plus Freddy AI Agent. Pro adds a multilingual helpdesk, custom dashboards, intelligent routing, multiple SLA policies and external collaborators. Enterprise adds skill-based routing, a sandbox, audit logs, IP allowlisting and Freddy AI Insights. The pricing page lists no phone or chat channel inside the plans, and Freshworks sells Freshchat and Freshdesk Contact Center as separate products.

The tiers line up differently. Skills-based routing starts at €115 on Zendesk and at the €84 Enterprise plan on Freshdesk. A sandbox sits in each vendor's top plan. Freshdesk includes 1,200, 6,000 or 12,000 MCP actions a year by plan and sells extra packs at €13 per 1,000.

Country fit and hosting: both are US vendors, and region choice works differently

Both vendors are headquartered in the United States, and our directory lists the US as the strong market for each. Zendesk runs on AWS and lets customers pick a region through its Data Center Location feature. Its trust center names the US, Australia, Japan and the EEA, and the pricing page also names Asia-Pacific and the UK. The comparison table shows the add-on in the Suite Professional column, not on Support Team or Suite Team. The trust center adds that QA and AI Agents Advanced, which came through acquisitions, may stay on Google Cloud locations in the US or Europe until fully integrated.

Freshdesk lists data centers in the US, the EEA, the UAE, India and Australia. Customers choose the location when they sign up, and a later move needs a request to support. Freshworks lists a German entity, Freshworks GmbH, among its legal entities, and its trust center offers the ISO/IEC 27001:2022 and 27701:2019 certificates, the SOC 3 report, the sub-processor list and the data processing agreement without a request. The SOC 2 Type 2 report is available on request.

Zendesk lists ISO 27001:2022, 27017, 27018 and 27701, SOC 2 Type II under NDA on request, FedRAMP LI-SaaS, CSA STAR AI, PCI-DSS, HIPAA with a business associate agreement and France's HDS. It holds approved binding corporate rules, and its data processing agreement includes the EU standard contractual clauses.

For teams in Germany, an Art. 28 GDPR data processing agreement is available from both. A works council also has a say: § 87 (1) no. 6 of the Works Constitution Act (BetrVG) covers technical systems meant to monitor employee behavior or performance. Zendesk's QA add-on scores 100% of conversations of human and AI agents, and Freshdesk Insights analyzes performance trends. Whether your setup triggers co-determination is a question for your counsel and works council, not a feature of either product.

Direction: Zendesk bought Forethought, Freshworks reports slow growth in customer experience

On March 11, 2026 Zendesk announced a definitive agreement to acquire Forethought. CMSWire reports that Zendesk promised continuity for Forethought customers and said new customers can adopt it without being on Zendesk. The Zendesk pricing page now answers a question about Forethought AI Agents, which it describes as self-learning agents.

Freshworks' second quarter of 2026, analyzed by Futurum on August 7, 2026, put customer experience annual recurring revenue at $400 million, up 4% in constant currency. Freddy AI Copilot was attached to over 71% of new enterprise deals. Neither number says how either vendor will price AI next year, so check the pricing page on the day you buy.

Who should pick Zendesk and who Freshdesk

Pick Zendesk if
  • You want AI billed only when it solves a request, because your agent's resolution rate is still unproven.
  • You need messaging, live chat and phone in one suite and plan to buy Suite Team or higher.
  • You need UK or Asia-Pacific hosting, HIPAA with a business associate agreement, HDS or FedRAMP LI-SaaS.
  • You want skills-based routing and an IVR phone menu without the top plan.
Pick Freshdesk if
  • Seat price decides: Freshdesk is lower at every tier, from €17 against €19.
  • You expect the AI agent to resolve more than 22 to 30 in 100 conversations, which makes €0.45 per session the cheaper meter.
  • You need single sign-on on the cheapest plan or day passes for occasional agents.
  • You want to pick EEA hosting at sign-up and test the Enterprise plan for 14 days.

Zendesk vs Freshdesk: frequently asked questions

Is Zendesk more expensive than Freshdesk?

On list prices, yes. For 10 agents on annual billing, Zendesk's priced plans cost €2,280, €6,600 and €13,800 a year in seats, and Freshdesk's cost €2,040, €6,240 and €10,080. Zendesk's top plan has no public price.

How do Zendesk and Freshdesk bill their AI agents?

Zendesk bills per automated resolution: €1.50 with a committed volume, €2.00 pay as you go, after a small monthly allowance. Freshdesk bills per session at €0.45 after 500 free sessions per account, whether or not the AI resolved the request.

Can customer data stay in the EU with both?

Yes, with conditions. Zendesk offers the EEA through its Data Center Location add-on, and some acquired AI features may run on Google Cloud locations in the US or Europe. Freshdesk lets you choose an EEA data center at sign-up.

Does either have a free plan?

Neither pricing page lists one. Zendesk gives a 14-day trial of Suite Professional with Copilot, and Freshdesk gives a 14-day trial of the Enterprise plan.

The bottom line

Count your AI conversations and estimate how many end in a resolution. If fewer than about a quarter do, or if you want AI billed only on results, Zendesk's meter protects you and its channel bundle may justify the higher seat price. If more do, or if budget decides, Freshdesk costs less per seat and per AI conversation. In both cases, request the data processing agreement and confirm the hosting region for the exact plan before you sign.
