AI expense management software compared: what Pleo, Ramp, SAP Concur and others check, and what they cost (September 2026)

AI expense management software reads receipts, codes each expense and checks it against company policy before anyone approves it. The tools split into card-led spend platforms such as Pleo, Ramp and Moss, expense report tools such as Expensify, Rydoo and Zoho Expense, and travel suites such as SAP Concur and Navan. Published list prices ran from 3 euros per user and month at Zoho Expense to 15 euros at Circula in September 2026, while several vendors quote only on request.

At a glance
  • Business travel spending reached 1.59 trillion US dollars in 2025, and GBTA expects 1.71 trillion in 2026.
  • The AI does 3 jobs: reading receipts, coding expenses and auditing them against policy; the audit step differs most between tools.
  • Navan checks every expense against more than 45 configurable rules, and AppZen audits in 42 languages across 97 countries.
  • Price models differ: per user (Pleo, Rydoo, Circula), per report (SAP Concur), per platform fee (Spendesk, Moss) or free plans (Ramp, Zoho Expense).
  • Data location matters in Europe: Moss stores data in Frankfurt, Pleo in Ireland, and Expensify keeps European users' data in the United States.

AI expense management software has moved past scanning receipts. Most tools in 2026 read the receipt, propose the account and cost center, and then audit the expense against the company's policy before a manager sees it. Some go further and run agents that match card payments to bookings or answer an employee's policy question before submission.

This comparison looks at 15 expense tools from our directory: what their AI does according to the vendor, how they charge, where they keep data, and which rules matter in the US and in Germany. Prices and features were checked on the vendors' own pages in September 2026. ai-toolfinder is independent and no vendor paid for placement.

Why expense tools now sell AI audits on top of receipt scanning

The volume behind expense reports keeps growing. According to the Global Business Travel Association, business travel spending rose 8.4 percent in 2025 to 1.59 trillion US dollars. For 2026 GBTA forecasts 1.71 trillion, up 7.2 percent, while the number of trips grows only 1.3 percent to about 1.84 billion. Each trip costs more, so each expense line carries more money.

Receipt capture has become a basic feature that almost every tool offers. What separates the tools now is what happens after capture: whether the software codes the expense correctly, finds duplicates and policy breaches, and does so for every report rather than a sample.

For finance teams the practical question is where the checking work ends up. If the AI flags only obvious errors, managers and accountants still check the rest by hand. If it audits every line, finance reviews the exceptions.

4 kinds of AI expense management software

The vendors come from different starting points, and that still shapes their products. Card-led spend platforms issue corporate cards and treat the expense as a card transaction that needs a receipt. Expense report tools start from the employee who paid and wants reimbursement. Travel suites start from the booking. Audit layers sit on top of another system.

The starting point decides what the AI can see. A card platform knows the transaction before the receipt arrives. A travel suite knows the trip, so it can match a hotel bill to the booking. An audit layer sees reports from several systems but depends on them for the raw data.

Most companies do not need all 4. A 30 person firm without much travel is served by a card platform or a report tool. A company with many travelers looks at travel suites. Large groups that already run SAP Concur or Workday add an audit layer instead of replacing the system.

What the AI checks: receipt reading, coding and policy audits

Receipt reading is similar across tools. Expensify's SmartScan reads amount, date and merchant, Zoho Expense's Autoscan reads receipts in more than 38 languages, and Rydoo says its scanner records an expense in about 10 seconds. Coding goes a step further: Pleo categorizes new expenses by learning from past ones, and Navan's Expense Agent fills in description, category and GL code from card data and trip details.

The audit step differs most. Navan says its Audit Agent checks every expense against more than 45 configurable audit rules. SAP Concur's Intelligent Audit combines AI with human auditors to find misuse and non compliant spending. AppZen's Expense Audit reads receipts and checks every report before reimbursement, in 42 languages and 97 countries.

Plans often limit the audit. Pleo includes 100 AI expense reviews a month in its Optimise plan, Rydoo's Smart Audit is included in Enterprise and an add-on in other plans, and Ramp puts AI expense reviews in its paid Plus plan. Spendesk sells AI automation and fraud detection as a separate module. Ask for the audit volume in writing.

Local tax rules are where general tools are weakest. Circula checks receipts against German VAT law and internal policies, including per diems and the three month rule, and Moss flags VAT discrepancies, duplicates and changed IBANs before paying an invoice.

Pricing: per user, per report, per platform fee or free

Expense tools use 4 price models, which makes list prices hard to compare. Per user pricing is the most common. Pleo charges 8 euros per user and month in Start with monthly billing, 14 euros in Build and 18 euros in Optimise with annual billing and at least 3 users, plus a 0.90 percent fee on reimbursements in Build and Optimise. Rydoo charges 8 euros in Essentials and 10 euros in Pro, Zoho Expense 3 euros in Standard and 5 euros in Premium, and Circula 15 euros per license with at least 10 licenses.

SAP Concur charges per expense report: from 7 US dollars in Base and 11 US dollars in Plus with ExpenseIt. Spendesk charges a platform fee with unlimited users plus fees per transaction, and Moss prices its Professional plan by module and transaction volume. Neither publishes the amounts. AppZen does not publish prices either.

Free entry points exist. Ramp's Free plan includes cards, expenses and basic bill pay, with Plus at 15 US dollars per user plus a platform fee. Navan's expense management is free for the first 5 users, then 15 US dollars per user. Moss has a free Starter plan for up to 3 users, and Zoho Expense is free for up to 3 users.

The calculator below compares the euro list prices for per user plans. It leaves out card fees, add-ons and discounts, so treat it as a starting point for a quote, not as the final cost.

What our directory shows about expense tools

Our directory lists 70 tools for expense management, counting those whose main focus lies elsewhere, such as accounts payable or HR. 14 of them offer a free plan and 24 a free trial, while 28 quote prices only on request.

Data location sorts the European market. 18 of the expense tools can host data in the EU. Moss stores customer data in Frankfurt, Payhawk keeps German customers' data in Frankfurt and other customers' data in Brussels, and Pleo stores data on AWS in Ireland. Expensify states in its privacy policy that data from European users is stored in the United States.

The explorer below lets you filter the same tools by headquarters region and compare features. In our data, vendors based in Europe document EU hosting far more often than vendors from North America, which matters if your works council or data protection officer asks where receipts are stored.

Rules that shape the setup: IRS receipts in the US, per diems and works councils in Germany

In the United States, IRS Publication 463 sets the documentation baseline for reimbursements under an accountable plan. Employees generally need a receipt for any expense of 75 US dollars or more and for lodging regardless of amount. They must substantiate expenses within a reasonable period, generally 60 days, and return any excess within 120 days. Policy rules in the tool should mirror these limits.

In Germany, per diems for meals are fixed in Section 9(4a) of the Income Tax Act: 28 euros for a full day away and 14 euros for arrival and departure days or more than 8 hours away without an overnight stay. Tools built for Germany, such as Circula, calculate these automatically, and many connect to the tax advisor's DATEV system. Pleo, Spendesk, Moss and Circula list DATEV among their integrations.

German companies with a works council face a further step. AI that reviews each employee's expenses can count as a technical system suited to monitor behavior or performance, which triggers co-determination under Section 87(1) no. 6 of the Works Constitution Act. Plan the rollout with the works council from the start, not after the contract is signed.

How to choose AI expense management software

Start with where your spend happens. If most costs run over cards, a card-led platform saves the most work; if employees pay privately and travel often, a report tool with per diems or a travel suite fits better. Then check the audit: which plan includes it and how many expenses it covers each month.

Test with your own receipts. Ask for a trial with 20 real expenses, including a foreign receipt, a hotel bill with breakfast and a duplicate, and see what the AI flags. Compare the result with what your accountant would have caught.

Finally, price the full setup. Add card fees, reimbursement fees and add-ons to the per user price, and compare it with the per report or platform fee models. Our spend management category lists the tools with their price models, hosting and certifications.

Frequently asked questions

What does AI do in expense management software?

It reads receipts, proposes category, account and cost center, and audits each expense against company policy. Some tools also match receipts to card payments and trips, or answer policy questions before an employee submits.

How much does expense management software cost per user?

Published euro list prices in September 2026 ranged from 3 euros per user and month for Zoho Expense Standard to 15 euros per license at Circula, with Pleo at 8 to 18 euros. SAP Concur charges per report from 7 US dollars, and Spendesk, Moss Professional and AppZen quote on request.

Is there free expense management software?

Yes. Ramp has a free plan, Navan's expense management is free for the first 5 users, and Moss and Zoho Expense offer free plans for up to 3 users. Check which AI features the free plan includes: at Ramp, for example, AI expense reviews are part of the paid Plus plan.

Which expense tools keep data in the EU?

Among the tools checked, Moss stores data in Frankfurt, Payhawk keeps German customers' data in Frankfurt, and Pleo stores data on AWS in Ireland. Expensify stores European users' data in the United States.

Does an AI expense tool need works council approval in Germany?

Often yes. If the software can monitor employees' behavior or performance, for example by reviewing each person's expenses, the works council has a co-determination right under Section 87(1) no. 6 BetrVG.
