Circula is travel and expense software from Berlin for German speaking midsize companies that combines expense reports, per diems, corporate cards and incoming invoices, and uses AI to read receipts, check them against German tax rules and detect duplicates.

Circula offers four packages: expenses and travel, corporate VISA cards with limits of up to 750,000 euros, incoming invoice processing and tax optimized employee benefits such as meal subsidies. It calculates per diems automatically, supports configurable travel policies and connects to DATEV, SAP, Microsoft Dynamics, ELO and Personio. The company is based in Berlin and reports more than 2,800 customer companies. Its GoBD compliance was audited under the IDW PS 880 standard.

• Reads receipts and prefills fieldsCircula's AI extracts receipt data, prefills mandatory fields and matches receipts to card transactions. The vendor states that manual data entry drops by 92 percent, which leaves bookkeepers more time for exceptions.
• Checks against German tax rulesThe AI checks receipts continuously against German VAT law (UStG and UStDV) and internal policies, applies current per diem rates and monitors the three month rule for longer assignments. Finance catches missing invoice details before input VAT is at risk.
• Detects duplicate receiptsThe AI recognizes receipts that have already been submitted and flags them before reimbursement. Finance avoids paying the same expense twice and spends less time comparing receipts by hand during month end checks.

• Checks receipts against German VAT rules and calculates German per diems, which fits companies with German travel expense law.
• GoBD compliance audited under IDW PS 880 and ISO/IEC 27001:2022 listed on the compliance page.
• Publishes euro prices per license, with a minimum of 10 licenses.
