Teams under 10 people with expenses start cheaper with Pleo, which sells a monthly plan from one user, or with Moss, which is free for up to 3 users. Rydoo suits companies that want per diems at a lower price per seat. Payhawk fits small UK or EEA companies that want cards, invoices and reimbursements for one flat monthly fee.
- Circula charges from €15 per license a month for expenses and travel, with at least 10 licenses and annual billing.
- Cards cost a €99 monthly platform fee with unlimited cards, incoming invoices €149 including 100 invoices.
- Pleo's Start plan costs €8 per user a month on monthly billing, with no minimum beyond one user.
- Per diems are included at Rydoo only from the Pro plan at €10 per user a month billed annually.
- Circula's GoBD compliance was audited under IDW PS 880, a point German tax auditors ask about.
Circula is expense and travel software from Berlin, built for midsize companies in Germany. It reads receipts with AI, applies German per diem rates, checks receipts against German VAT law and exports to DATEV. The vendor reports more than 2,800 customers and raised €15 million in an extended Series A to expand its AI features. For a German Mittelstand company with employees on the road, that focus is the main reason to buy it.
The same focus explains why some teams look further. Circula's pricing starts at 10 licenses on annual billing, which is a lot for a 6 person agency. Companies with staff in several countries ask how deep the non-German rules go. And some finance teams prefer a model where cards come first and expense reports are the exception. This page sorts the alternatives by those situations, with list prices we read on the vendors' pages on September 26, 2026.
Shortlist: which Circula alternative fits which situation
PleoFits small teams that want company cards with receipt capture and monthly flexibility. Start costs €8 per user a month on monthly billing; Build at €14 adds AI spending policies, with at least 3 users on annual billing.
MossFits German startups and SMEs that want cards and invoice payments without per-user fees. The Starter plan is free for up to 3 users and 20 invoices a month; Professional charges a platform fee plus usage.
RydooFits companies with frequent business travel that need per diems at a lower price per seat. Pro costs €10 per user a month billed annually with a 5 user minimum; larger plans bill only active users.
PayhawkFits companies under 20 employees in the UK or the EEA that want one fixed monthly price. The Growth Program costs £149 a month for 10 cards, 10 seats and up to 15 invoices and 15 reimbursements.
How Circula is priced, and where the model pinches
Circula sells four packages that can be combined. Expenses and travel start at €15 per license a month. Corporate VISA cards cost a platform fee from €99 a month with unlimited cards. Incoming invoices start at €149 a month including 100 invoices, with AI validation against Section 14 of the German VAT Act, app approvals and a DATEV and SEPA link. Employee benefits such as meal allowances or mobility budgets add €1 per license.
The pricing page states two conditions: at least 10 licenses and prices per month with annual billing. For smaller teams Circula mentions special arrangements without publishing them. In practice the entry point for the expense package is €150 a month, or €1,800 a year, before cards or invoices. A consultancy with four people who travel pays that floor either way.
Add-ons are listed without prices: document management, premium support, day trips, CO₂ reporting, multi-entity management and custom configurations. Most standard integrations are included, complex ones may cost extra. When you compare, ask Circula and each alternative for a first-year total with the modules you actually need.

Price per head: small teams pay the most at Circula
Minimum seat counts decide the bill for small teams. Circula counts at least 10 licenses, Rydoo at least 5 users on Essentials and Pro, Pleo at least 3 users on Build and Optimise and 1 user on Start. From about 10 people the minimums stop mattering and the price per seat takes over.
The calculator uses the published list prices in euros per month. Circula, Pleo Build and Optimise and the Rydoo figures are annual billing prices; Pleo Start is monthly only. Cards, invoice modules and reimbursement fees are not included. Pleo charges 0.90 percent on reimbursements in Build and Optimise, which is worth checking if many employees pay privately and claim the money back.
A worked example with 6 people: Circula comes to €150 a month because of the minimum, Pleo Start to €48, Rydoo Pro to €60 and Pleo Build to €84. With 30 people the figures are €450, €240, €300 and €420. The gap shrinks but does not close while the price per license stays higher.
Two models are left out because they do not price per head. Moss charges a platform fee by module plus a variable fee based on transaction volume and is free for up to 3 users. Payhawk's Growth Program is a flat £149 a month for small companies. Both are cheaper to compare with a quote than with a slider.

Cards first or reports first: two ways to run expenses
Circula starts from the expense report. An employee photographs a receipt, the AI fills in the fields, the system applies per diems and checks the tax details, and the manager approves. Cards are an add-on package. This suits companies where many costs are still paid privately and reimbursed, such as field sales or service technicians on multi-day trips.
Pleo, Moss and Payhawk start from the card. Every employee who spends company money gets a physical or virtual card with a limit, the transaction appears at once, and the receipt is attached afterwards. Private payments and reimbursements become the exception. This suits software companies and agencies where most spend is subscriptions, travel booked online and small purchases.
Rydoo sits between the two. It is report-first like Circula, with per diems from the Pro plan, but offers cards as an add-on in Pro and includes them from Business. Business requires 30 active users and Enterprise 50, and both bill only users who perform at least one action in a month. Smart Audit, Rydoo's AI review of all expenses, comes only with Enterprise.
Neither model is better in general. The switch below shows what each one means for finance, and the decision tree afterwards asks four questions that point to one of the four alternatives or back to Circula.
Two operating models
Report-first versus card-first
- Employees pay, then submit receipts
- Per diems and mileage are calculated in the report
- Reimbursement runs through payroll or bank transfer
- Cards can be added as a module
Fits teams with many multi-day trips and private advances.

Do fewer than 10 people submit expenses?
German travel rules are Circula's strongest argument
German per diems follow Section 9(4a) of the Income Tax Act. An employee who is away from home and the primary workplace for 24 hours gets €28 per calendar day, arrival and departure days on overnight trips and days with more than 8 hours away count €14. Meals provided by the employer cut the allowance by 20 percent for breakfast and 40 percent for lunch or dinner. For long assignments at the same place, the allowance applies only in the first three months, and a break of at least four weeks restarts the count.
Circula names exactly these rules on its compliance page: per diems, the three month rule, the federal travel expenses act BRKG and industry rates. It also states that its expense product is certified as GoBD compliant under the audit standard IDW PS 880 and that it runs a management system that meets ISO 27001. For countries outside Germany, Circula speaks of growing regulatory expertise in over 25 countries without a public list.
An alternative therefore has to prove the German details, not just claim them. Ask each finalist to calculate three sample trips during the demo: a day trip of 9 hours, a three day trip with hotel breakfast and a fourth month at the same client site. Compare the results with the law, not with each other.
What our directory shows about expense tools
Our directory lists 45 tools whose main job is expense and travel management. 12 of them state an EU or German hosting option, and 15 offer a free trial. Only 2 are based in Germany, which shows how small the local field is compared with the European and US vendors.
Pricing models vary more here than in bookkeeping. 10 tools charge per user, like Circula, Pleo and Rydoo. Others use flat fees, usage fees or quotes, and 18 publish no price at all. The full list of expense management tools shows every profile with its sources, and the wider spend management category adds treasury and payment tools. Our review method explains how we check each entry.

Switching expense tools with the works council on board
An expense tool records who traveled where, when and for how much. In Germany that makes it a technical system able to monitor behavior or performance under Section 87(1) No. 6 of the Works Constitution Act, so a company with a works council needs its agreement before the rollout. AI features that flag unusual spending or check receipts automatically are part of that discussion. Bring the feature list of each finalist to the first meeting, not the finished contract.
Time the switch to Circula's annual billing. Because the licenses are billed per year, the natural exit point is the end of the contract year. Export all approved reports and receipts for the retention period, and keep the audit trail that shows who approved what, since the tax office can ask for it during an audit.
Run one month of expenses in parallel, including at least one multi-day trip, before switching off Circula. The checklist below keeps the steps in order and stays saved in this browser.
