- PDPL fully enforceable since September 2024. Saudi Arabia's Personal Data Protection Law (PDPL), overseen by the Saudi Data and AI Authority (SDAIA), became fully enforceable on September 14, 2024. - Saudization quotas require digital contracts on the Qiwa platform. The Nitaqat program requires private employers with more than 9 staff to hire a quota of Saudi nationals, tracked by the Ministry of Human Resources. Since April 15, 2026, only Saudi employee contracts documented on the government's Qiwa platform count toward that quota, which makes Qiwa integration relevant for any HR or recruiting tool used in the Kingdom.
