An applicant tracking system is the record of every application, and the AI layer on top of it now does much of the routine work between application and interview. It parses incoming résumés into structured data, ranks candidates against the requirements a recruiter set, drafts the job description in the first place, schedules interviews automatically, and in some systems runs an initial AI interview before a human ever speaks with the candidate.

SmartRecruiters runs conversational AI and an AI matching engine through its Winston intelligence layer, and joined SAP in 2025. Teamtailor gives recruiters an AI co-pilot for matching, résumé summaries and job ad writing. Manatal, from Bangkok, adds an AI interviewer and enriches candidate data from more than 20 platforms.

Because an ATS makes or heavily informs the actual hiring decision, it sits squarely inside the EU AI Act's high-risk recruitment category, and a German works council has a say in both the selection criteria it applies and its use as a monitoring-capable system. Ask which decisions the AI makes versus suggests, where applicant data is hosted, and how the system integrates with job boards and payroll once someone is hired.

What's the difference between a regular ATS and an AI-powered one?

A regular ATS mainly stores and tracks applications. An AI-powered one adds parsing, ranking, drafting and sometimes interview scheduling or screening on top of that same record.

Can I switch applicant tracking systems without losing candidate history?

Most vendors offer a data migration path, but always ask specifically what gets carried over, since notes, scorecards and communication history sometimes don't transfer cleanly.

Does an AI applicant tracking system need works council approval in Germany?

In most cases yes, since it applies selection criteria to candidates and can be used to monitor process and outcomes, both of which trigger co-determination rights.
