Bolto is a platform from San Francisco that combines recruiting through a vetted recruiter network, US and global payroll and employer of record services for startups and growing companies that hire across borders.

Bolto covers three areas. Recruiting runs through a network of specialist recruiters that Bolto vets and monitors, with a success-based fee and a replacement guarantee. Payroll handles US payroll with tax filings in all 50 states and global payroll in local currency. Global HR adds employer of record, contractor of record, contract drafting, onboarding and benefits.

The company was founded in 2023, went through Y Combinator and is operated by Pampas Technologies, Inc. It raised a $12 million Series A led by Standard Capital in April 2026. Integrations include BambooHR, HiBob, Greenhouse, Lever, NetSuite, Xero and QuickBooks.

• Matches roles to specialist recruitersWhen a company submits a role brief, Bolto's AI matches it to recruiters in its network who specialize in that field. The vendor states the first shortlist arrives in about 72 hours on average, and roles move to another recruiter at no extra cost if submissions miss the brief.
• Checks payroll for errors before it runsOn the Scale plan, AI error detection reviews US payroll runs before processing. Payroll and finance staff catch wrong amounts or missing data earlier, instead of correcting payments and filings afterward.
• Matches candidates to open rolesThe recruiting offer includes AI candidate matching across hiring in more than 150 countries. Recruiters use it to narrow the candidate pool before the human screening and shortlist step.

• Pairs a human recruiter network with payroll and EOR in one contract, so a hire can move from search to payroll with the same vendor.
• Publishes list prices for US payroll, EOR at $599 and contractor services per month, while recruiting is success-based.
• The Bolto AI assistant for managing teams, time off and compliance was listed as coming soon in September 2026 and is not part of this profile.

Bolto is based in San Francisco and sells dedicated US payroll plans with tax handling in all 50 states; its named reference customers are mostly US companies.

Bolto does not publish certifications, a DPA, a subprocessor list or a hosting location; the privacy policy says data may be stored in the United States and other countries. Ask for SOC 2 reports and contract terms before sharing payroll data. For US hiring, the recruiting AI touches candidate selection, so check NYC Local Law 144 and Colorado's AI Act if roles are based there.
