Microsoft Power Automate

Microsoft Power Automate is the automation component of the Power Platform, sold through Microsoft's enterprise channel rather than as a standalone HR product. It serves companies of every size that already run Microsoft 365, with HR as one use case among finance, IT and operations. Pricing is per user, with no free plan, though a free trial is available. Its strongest documented markets span the US, the UK, Germany, France, India, Australia, Japan and Canada, a rare direct claim to German fit in this comparison.

Copilot is the AI layer across the product: in cloud flows it builds an automation from a natural-language conversation, and in desktop flows it can record a process, generate a flow from a description, and repair some automation errors at runtime, a self-healing feature still marked preview. Copilot in Process Mining turns process data into natural-language findings, flows can call Copilot Studio agents, and AI Builder adds trainable models for document processing without code. For HR, this suits routing leave approvals inside Teams, connecting HRIS and payroll systems, or automating data entry into older HR systems.

Before turning this on for HR data, a team should check its data processing agreement with Microsoft, decide who may build or edit flows touching HR records, and note that outside a few GPU-enabled regions, Copilot is on by default through a cross-geo data-sharing toggle an admin can turn off at the tenant level. If the resulting workflow ends up monitoring or scoring individual employees, German works councils can still claim co-determination under section 87 of the Betriebsverfassungsgesetz.
