For a business under 50 employees, the AI worth paying for sits inside payroll, time off and hiring tools it needs anyway: payroll error checks, chat answers on leave balances and AI-written job ads, often included at no extra charge. AI add-ons billed per credit or sold only in top tiers rarely pay off at that size. Vendor-published entry prices as of September 2026 run from $2 to $10 per employee or user per month for core HR, time off and scheduling, and some vendors offer free plans for up to 25 or 30 employees.

- Free HR plans come with headcount caps: Runa in Mexico up to 25 employees, SmartHR in Japan and Menaitech's payroll in the Middle East up to 30.
- Check minimums before comparing prices: Sesame HR bills at least 15 employees, Calamari at least 10 seats and Deputy at least $30 a month.
AI HR software for small business is sold with the same promises as enterprise suites, but the math changes when you have 12 or 40 employees. A feature that saves a large HR team hours each week may matter little to an owner who runs payroll twice a month, while seat minimums, base fees and AI credits change what you actually pay.

What a small business needs first: payroll, time off, hiring
Small companies rarely need an AI strategy for HR. They need payroll that is right every month, a clear record of who is off and when, and a way to hire without sorting applications by hand. AI helps inside each of these jobs, and the order of buying matters more than the AI on top.
Our directory shows where the supply is. Among the tools that serve companies under 50 employees, 24 are HR systems with AI, 19 handle payroll and 16 are applicant tracking systems, while only 5 focus on time tracking, time off and scheduling. Start with the HR admin and payroll tools, because payroll has to follow your country's tax and labor rules; Menaitech, for example, presets its free payroll tier to local labor law.
Adoption is not the barrier. In a 2025 survey by the US Chamber of Commerce, 58 percent of small businesses said they use generative AI, up from 40 percent in 2024 and 23 percent in 2023. The open question is which paid AI features change the result of an HR task rather than add a chat window to it.

Where AI HR software for small business earns its price
The AI that pays off in a small company either prevents a costly mistake or removes a weekly chore. Payroll error checks are the clearest case. ADP says ADP Assist in RUN, its payroll product for businesses with 1 to 49 employees, flags errors before they happen and answers payroll questions, and it reported that early adopters of its payroll anomaly detection save up to 30 minutes per payroll cycle.
Scheduling and time off come next. Deputy uses historical data to forecast how many staff a shift needs and drafts a schedule against the labor budget for a manager to review and approve; its AI is included in every plan, at an introductory free rate as of September 2026. Calamari, from Poland, lets employees request leave, clock in and ask how many leave days they have left in plain language through external assistants such as Claude or ChatGPT, connected via its MCP connector, while the AI support in its performance module is still marked as coming soon.
Employee questions are a third candidate once the same ones arrive every week. BambooHR includes an AI assistant in every plan, answering HR data questions in Core and adding benchmark questions and analysis in Elite. Other features rarely pay off below 50 employees. Turnover and burnout predictions need enough people for patterns to be stable; with 20 employees, a single resignation moves the annual turnover rate by 5 percentage points. Be wary as well of AI sold only in top tiers: IKAI HR in Türkiye leaves its AI chat assistant out of the Pro plan at 2,999 lira a month and includes it only in Enterprise.

Only vendor-published prices appear below, as of September 2026 and excluding tax. Small-business tools publish prices more often than the rest of our directory: 39 percent of them are priced on request, against 58 percent of all tools.
For core HR and time off, Sesame HR from Spain lists Essential at $3.75, Connect at $4.25, Growth at $6.25 and Scale at $7.00 per employee per month on annual billing. Calamari charges $2 per employee per month each for its Time Off and Core HR modules on annual billing. Factorial, also from Spain, starts at $8 per user per month and has a specialist design the rest of the plan, and BambooHR lists Core at $10, Pro at $17 and Elite at $25 per employee per month, with a flat price from $250 a month for companies with 25 or fewer employees.
For shift scheduling, Deputy lists Lite at $5, Core at $6.50 and Pro at $9 per user per month, and its payroll add-on at $8 per user per month plus a $49 monthly base fee. Payroll providers publish less: ADP asks small businesses to request a quote for RUN, and PayFit's UK pricing page asks for a demo, while Runa in Mexico and Gadjian in Indonesia publish per-employee rates.
For hiring, Workable prices by company size, from $299 a month on its Standard plan for companies with 1 to 20 employees. JOIN, based in Switzerland, charges per job instead: €17 per job per month on Standard and €34 on Advanced, billed annually, with an AI job description generator in both. Manatal charges per user, from $15 per user per month on annual billing, with AI candidate scoring in every plan.

Free plans and trials: what free means in practice
Free plans exist, and the useful ones for HR come with a headcount cap. In our directory, 17 of the small-business tools list a free plan, and 42 list a free trial.
In Mexico, the GO plan of Runa is free and self-service for companies with up to 25 employees. Above that, its PRO plan charges per employee and module in pesos, for example 35 pesos a month for payroll and 30 for employee management, with a 500 peso monthly minimum. SmartHR in Japan offers a free plan for up to 30 employees, but its AI assistant is an optional add-on to the paid plans, which are quoted individually.
Menaitech offers a free bilingual Arabic and English payroll system for up to 30 employees, preset for local labor law. Gadjian in Indonesia lists its Standard plan at Rp 12,500 per employee per month with the first 5 employees free, and ejoobi in South Africa has a free Explorer recruiting plan next to paid tiers from R799 a month excluding VAT.
Trials are more common and usually last 14 days: Sesame HR, Calamari, Manatal, JOIN, Gadjian and Sólides in Brazil all offer 14 days, Workable 15 and Small Improvements 30. Some offers are promotions rather than plans. ADP advertises 3 months of free payroll for new RUN customers, and PayFit's UK site gives new clients who subscribe between September 8 and 30, 2026, their first month free.

Credits, minimums and base fees: where the bill grows
The per-employee price is only the starting point. Minimums set a floor: Sesame HR bills at least 15 employees, Calamari's offer assumes at least a 10-seat subscription, Small Improvements requires 20 users on its Launch and Grow plans and 30 on its top plan, and Deputy charges at least $30 a month on its monthly plans. Papershift adds a €39 monthly base fee to its per-employee price.
AI credits are the newer cost line. Workable includes 3,000 free AI credits with every plan and then sells packs, for example 5,000 credits for $600, or $0.12 per credit. Its AI agent spends 1 credit to evaluate a candidate, 2 to source one and 10 to chat with one, so 200 candidate chats use 2,000 credits.
Hiring abroad changes the scale. Deel lists employer of record services at $599 per employee per month and Remote at $699, while contractor management starts at $49 per contractor at Deel and $29 at Remote. A single employer of record contract can cost more per month than HR software for a whole 20-person team.
Before signing, add up the first-year cost: base fee, seat minimum, the modules you will switch on and AI credits at your hiring volume. Ask whether AI that is free today stays free, since Deputy labels its AI as introductory free.

Payroll and employment law are local, so the region narrows the list before any AI feature does. In the US, BambooHR and Workable publish prices for small companies, and ADP's RUN covers payroll for 1 to 49 employees on quote. In the UK, Deputy bills its monthly plans with a £20 minimum, while PayFit prices UK payroll after a demo.
In Europe, Spain's Sesame HR and Factorial, Poland's Calamari and Switzerland's JOIN publish prices, and Papershift pairs shift planning with an AI chat assistant that answers questions on leave and working hours. In Latin America, Runa handles Mexican payroll with AI agents for employee questions and social security filings, and Sólides in Brazil offers a 14-day trial with prices on request.
In Asia, SmartHR in Japan and Gadjian in Indonesia start free for the smallest teams, and Manatal sells recruiting software per user to teams in more than 135 countries. In the Middle East, Menaitech's free payroll tier and IKAI HR in Türkiye are entry points, and in South Africa ejoobi's free Explorer plan covers recruiting.
