Bullhorn acquired the company on June 18, 2024, and Textkernel continues to operate under its own brand, with its parsing and matching technology also embedded in numerous other applicant tracking and HR software systems beyond Bullhorn's own products. It serves staffing agencies, corporate recruiting teams, and HR software vendors that need structured candidate data rather than raw resume files.

The core AI function is a parser that extracts structured data, such as work history, education, and skills, automatically from resumes and other candidate documents. A source-and-match engine then ranks candidates against open roles, and a skills intelligence layer standardizes that data using its own taxonomies for a skills-based hiring process. A labor market insights module adds real-time labor market data covering 15 core markets across North America, Europe, and Asia-Pacific.

Day to day, this lets a recruiter turn incoming resumes into searchable, structured profiles instead of reading each one by hand, and lets a hiring system rank applicants against a role automatically instead of through manual shortlisting. Because the technology evaluates and ranks candidates, it falls within the EU AI Act's high-risk scope for recruitment (Annex III), worth a compliance check before adoption, plus a look at indirect discrimination under German law (AGG). A works council typically holds information and consultation rights under BetrVG Sections 90 and 92 here, not full co-determination, since it concerns external applicants.
