Legora is the closest like-for-like alternative to Harvey for large firms. Noxtua fits teams in Germany, Austria and Switzerland that want European hosting and publisher content from C.H.Beck and MANZ, and CoCounsel Legal fits teams whose research already runs on Westlaw and Practical Law. Harvey, Legora and Noxtua quote prices only after a demo.
- Harvey shows no price on its website, only a demo request. Of 47 legal AI tools in our directory, 38 sell on request.
- Harvey reports more than 3,000 customers in more than 70 countries, among them more than 80 firms of the AmLaw 100, and raised $550 million at a $15.5 billion valuation, reported on September 9, 2026.
- Harvey offers processing in the EU and Switzerland, the US or Australia. Noxtua names German and Swiss cloud providers. Legora's security page names no hosting region.
- The German Federal Bar's guide of December 2024 allows AI vendors access to client secrets only under the conditions of § 43e BRAO and prefers providers with servers in Germany or Europe where possible.
- C.H.Beck has been the majority shareholder of Noxtua since September 23, 2026.
Harvey is built for large law firms and in-house legal departments that want research, drafting and document review agents on one platform. Teams that look for alternatives usually reach one of three limits. Each can be traced in public documents: no price to compare, a US vendor that processes data in the EU on request, and German-law content that arrived in steps.
This page sorts four alternatives from our directory by those limits. Vendor facts come from the vendors' own pages, dated press releases and the guide of the German Federal Bar Association (BRAK), all checked on October 1, 2026. Price estimates for Harvey circulate on third-party blogs; no vendor source confirms them, so we do not use them. No vendor paid for a mention. The full list of alternatives, the comparison table and the data FAQ follow below the article.
Shortlist: which Harvey alternative fits which situation
LegoraFits large firms that want a platform comparable to Harvey, with agent, tabular review and Word and Outlook add-ins. Legora reports more than 80 DACH customers and holds ISO/IEC 27001, ISO/IEC 42001 and SOC 2 Type 2. Its security page names no hosting region, and prices come after a demo.
NoxtuaFits teams in Germany, Austria and Switzerland that want European hosting and answers grounded in publisher content. It names IONOS and Deutsche Telekom as cloud providers and states compliance with § 43e BRAO and § 203 StGB. C.H.Beck holds the majority since September 23, 2026.
CoCounsel LegalFits teams that already research in Westlaw and Practical Law. German language support was announced for October 2025. Prices are visible online only for firms of up to 10 attorneys.
BRYTERFits legal departments that want the BEAMON assistant for drafting, research and review together with no-code workflows. Data stays in the EU and EEA, ISO/IEC 27001:2022 and SOC 2 Type II are named, and there is a free trial.
Three reasons to look past Harvey, and how the German-law offer grew since 2025
Harvey calls itself the operating system for legal and professional services. Its company page lists more than 3,000 customers, more than 70 countries and more than 80 firms from the AmLaw 100, the ranking of the 100 largest US firms by revenue. Our directory entry still said more than 75 firms, and we corrected it with the vendor's figure. Legal Business reported on September 9, 2026 that Harvey raised $550 million at a $15.5 billion valuation. For a buyer, that round says something about the vendor's staying power, not about fit.
The first limit is price. Harvey's website carries no price and no plan names, and every call to action reads Request a Demo. Competitor blogs quote per-seat figures with minimum seat counts, but none of them cites a Harvey document, so we do not repeat them. The practical effect is that Harvey cannot be set against another vendor on a list price. That holds for much of this market: of the 47 tools in our legal category, 38 sell on request, 9 offer a free trial and 8 have a permanent free plan.
The second limit is where data is processed. Harvey is a US company. Its security page says that customers with data localization requirements can have processing in the EU and Switzerland or in Australia, and that Harvey does not use inputs, outputs or uploaded documents to train the underlying models. Whether a firm in Germany can rely on that depends on the secrecy rules in the next section.
The third limit is German-language law, and here the timeline below helps. Harvey opened a local sales and support team in Germany on July 9, 2025, added German federal statutes on July 22, 2025 and connected the Otto Schmidt Legal Data Hub on April 29, 2026. Thomson Reuters announced CoCounsel in German on October 14, 2025, and Noxtua is built on publisher content from C.H.Beck and MANZ. Teams that compare vendors by depth of commentary rather than by interface can start in our legal research category.

What German and Austrian professional secrecy asks of any AI vendor
German lawyers are bound by professional secrecy under § 43a Abs. 2 BRAO, and unauthorized disclosure of a client's secret is a criminal offense under § 203 Abs. 1 Nr. 3 StGB. The BRAK guide of December 2024 applies this to AI tools. Confidential client information may reach providers of AI tools only under the strict conditions of § 43e BRAO. Where possible, prompts should be abstract and uploaded documents anonymized, and the lawyer remains personally responsible for checking every result.
§ 43e BRAO allows access only where the service requires it, and it requires a contract in text form after careful selection of the provider. The contract must at least contain a confidentiality obligation with instruction on the criminal consequences and a purpose limitation. For providers abroad, the secrecy protection must be comparable to that at home (§ 43e Abs. 4 BRAO). The guide notes that many cloud and AI providers are based in the United States. It says it is not conclusively settled whether the data protection level there can be relied on, and that providers with servers in Germany or Europe should be preferred where possible. It also points to the AI literacy duty of Article 4 of the EU AI Act, in force since February 2, 2025.
Vendor pages differ in how directly they address this. Noxtua states that it meets Section 43e BRAO and Section 203 StGB. BEAMON by BRYTER states compliance with BRAO and § 203 StGB and says customer data stays within the EU and EEA. On October 1, 2026 we found no reference to § 43e BRAO or § 203 StGB on the security pages of Harvey, Legora or Legalfly. That does not mean these vendors cannot be used. It means the firm has to settle the question in the contract and in the data processing documents.
Where the data sits and what each vendor states
The table shows what our directory holds for Harvey and the alternatives after the checks for this page. Not published in the price column means the vendor shows no price on its site, and not stated means we found no statement. The certificate count is the number of security certificates the vendor names, not a quality score.
Harvey names SOC 2 Type II, ISO/IEC 27001, ISO/IEC 27701 and ISO/IEC 42001 and offers SAML single sign-on. Legora from Stockholm names ISO/IEC 27001, ISO/IEC 42001 and SOC 2 Type 2, offers customer-managed encryption keys and configurable retention, and says it will not train or fine-tune models on customer data. When a contract ends, Legora deletes all data after offering a full export. Its security page speaks of tiered storage and of EU-based and US-based technical staff but names no hosting region, so a European customer has to ask which region holds the data.
Noxtua from Berlin names IONOS and Deutsche Telekom as cloud providers. One tier runs open-source models on German-controlled infrastructure, a second tier offers frontier models from closed-source vendors in a European set-up through Deutsche Telekom, and inputs and outputs are not used for training. The security page points to a trust center for certificates instead of listing them. Tech.eu names BSI C5, ISO/IEC 27001 and ISO/IEC 42001, but the table counts none of them until the vendor lists them itself.
The Belgian vendor Legalfly anonymizes documents before analysis and lets single-tenant customers choose Azure regions; it names ISO/IEC 27001 and SOC 2 Type II. Across the category, 28 of 47 tools name SOC 2 and 26 name ISO/IEC 27001, while only 3 name ISO/IEC 42001, the standard for AI management systems.

Match the alternative to your situation
The right replacement depends on which limit made you look. For a large firm that wants a like-for-like platform with research, tabular review and agents, Legora is the nearest. Its Series D of $550 million at a $5.55 billion valuation was announced on March 10, 2026. It reports more than 800 customers in more than 50 markets, among them Bird & Bird, Linklaters, White & Case and Dentons. On March 31, 2026 it counted more than 80 law firms and in-house teams in the DACH region and more than 13,000 legal professionals in Germany.
For teams in Germany, Austria and Switzerland whose first question is where the data sits and which commentary an answer rests on, Noxtua is the most specific fit. It runs separate workspaces per jurisdiction, Beck-Noxtua for Germany, MANZ-Noxtua for Austria and Swiss-Noxtua for Switzerland, and reports more than 210 million documents. Ownership changed on September 23, 2026: C.H.Beck, already the lead investor in the previous round, became majority shareholder, MANZ joined as investor and earlier investors including CMS and Dentons exited. Firms that already subscribe to Beck content may welcome that. Firms that want a vendor independent of publishers should ask how the content is licensed.
CoCounsel Legal from Thomson Reuters suits teams whose research already runs on Westlaw and Practical Law. The vendor lists integrations with iManage, NetDocuments, SharePoint and Microsoft Word, Outlook and Teams, and says user data is never used to train the underlying models. German language support was announced for Germany, Austria and Switzerland for October 2025, and the June 2026 release notes add research for France and Germany, including EU law, from approved legal websites. It is the only vendor here that shows prices online, and only for firms of up to 10 attorneys.
BRYTER from Frankfurt fits legal departments that want an assistant and a workflow platform from one vendor. Its BEAMON Assist offers summarization, research, drafting, translation and comparison, and the free trial can be started on the vendor's site.
Lexis+ with Protégé is the choice for teams whose work centers on US and UK law with Shepard's citation checking. LexisNexis publishes no price and offers a 2 day free trial. Its UK page says primary and backup locations are in Europe and that customer data is not used to train public AI models or to improve AI performance for other customers. Harvey and LexisNexis announced an alliance on June 18, 2025 to bring LexisNexis content into Harvey, so the two are partners as well as competitors.

The legal AI market in our directory
Harvey is one of 47 legal AI tools in our directory, spread over five niches: contract review and management, legal research, eDiscovery, IP and trademarks, and law firm software. The explorer below filters the whole category by niche and pricing model and shows which share of the filtered tools names an EU hosting option, SOC 2, ISO/IEC 27001, ISO/IEC 42001, a free trial, a public price or single sign-on.
Three patterns stand out. Price transparency is rare: 8 of 47 tools have a permanent free plan and 38 price on request. An EU hosting option is stated by 14 tools. ISO/IEC 42001 is named by 3, among them Harvey, Legora and CoCounsel Legal. The two tools with a permanent free plan, FYNK and PatSnap, work in contracts and patents, so there is no free plan among the Harvey alternatives on this page.
The directory is a pointer, not proof. Every vendor fact in the sections above comes from the vendor's own page or from a dated press report, and where our entry differed we corrected it, as with Harvey's AmLaw count. Our legal research niche also lists two benchmark entries, LegalBench and Vals AI, which are not legal AI assistants, so we did not treat them as alternatives.

Switching without losing matter work
Switching a legal AI platform is less about moving data than about moving habits: saved prompts, workflows, review tables and the trust of the partners. Plan a parallel period in which a small group runs the same matters through both tools and compares what each cites.
Ask each vendor for three things in writing. First, the contract in the form § 43e BRAO requires. Second, the processing region and the list of sub-processors, including model providers. Third, what happens to your data at the end. Legora says retention periods can be set and that you can request a full export before deletion. Harvey states contractual zero data retention by its model providers. Ask the other vendors for the same commitments in the contract, because website text can change without notice.
Treat the switch as the moment to document AI literacy. Article 4 of the EU AI Act, applicable since February 2, 2025, requires providers and deployers of AI systems to ensure that their staff have sufficient AI literacy. The BRAK guide points out that this matters for law firms too. The guide also says that control must increase with the degree of automation and with proximity to client communication. A tool with different citation behavior needs a new spot-check routine.
